I recently submitted an application for conversion from H1 to F1 status. I found a company which is willing to file PERM for me. Can I do this while H1 to F1 is in process? I already have a bachelor's degree from the US.

No problem. I think you can also file PERM if you are in Nepal so status does not matter.
